One of the most important functions of the Engineering Department is the administration of the Tennessee One Call (TNOC) program. The Tennessee One Call System, Inc. (TOC) is a computerized information center located in Nashville which establishes a communication link between excavators and those who operate underground facilities (operators) in Tennessee. The Tennessee Code requires anyone who engages in, or is responsible for, the planning or performance of any type of excavation to provide at least three working days advance notice and not more than ten working days notice to underground facility owners who may be affected by the excavation.

Water distribution systems are designed with the intention of the water flowing in a certain direction-from the distribution system to the consumer. However, hydraulic conditions within the system may deviate from the “normal” conditions causing a change of pressure in the system and resulting in water flow in the opposite direction or backwards. Therefore, it is possible (and common) for the water to flow in the opposite direction in unprotected systems. This is called backflow.
Backflow is dangerous because it can allow chemicals, bacteria or pollutants to flow into drinking water in your plumbing system and the drinking water can become contaminated and unusable or even possibly deadly.
Thermal expansion is a dangerous increase in water pressure due to heated water having nowhere to go in a closed system. All backflow prevention devices and many water meters are manufactured with check valves in them to prevent water from flowing in reverse and into our water system. The valves are a safety feature that protects the city water supply from contamination; however, they create a closed water system.
The closed system is not a problem until water is heated with little or no space for expansion. The result is a dangerous increase in water pressure that can damage water heaters, plumbing systems and fixtures. Thermal expansion may lead to more serious problems and may also contribute to water heater ruptures and in rare cases explosions. But, there’s a solution!
There are signs to look for to identify potential problems before more serious ones occur. Please learn the signs of thermal expansion from the list. Some signs of thermal expansion:
It’s important to know that the water heater relief valve should not be used as a means of controlling thermal expansion. Instead, contact a plumbing professional if you suspect a problem. Any physical or potential connection whereby the public water supply is connected with any other water system, whether private or public, either inside or outside any building or buildings, in such a manner that flow of water into the public water supply is possible through the manipulation of valves or because of ineffective check of back pressure valves, or because of any other arrangement. This means any pipe, valve, fixture, etc. in a drinking water plumbing system that may allow the drinking water within the system to become contaminated or questionable in quality.
Some of the most harmful threats resulting in a backflow come from swimming pools, lawn irrigation systems and garden hoses. Through these devices a vacuum can be created and water can accidentally flow backwards or backflow carrying any chemical, cleaner or other contaminant directly back into our drinking water supply. Even a simple garden hose submerged into a pool, a bucket of water or other container filled with liquid can create a vacuum. However, there are a few simple preventative steps to follow around your home to avoid backflows.
Backflow preventers are mechanical plumbing devices installed in a plumbing system to prevent water from flowing backward in the system. A properly installed, tested and maintained backflow preventer can reliably prevent the backflow of water of an unknown quality from flowing back into the public water system.
The installation and maintenance of backflow prevention devices shall be at the expense of the owner or occupant of the premises. Leave immediately, leaving the door open for ventilation. Go to a neighbor's and telephone the gas company at 931-645-7422 during the hours of 8 a.m. to 4:30 p.m. or call 931-645-0116 for an emergency and after hours. If the odor is very strong, call 911. Do not turn electrical switches on or off (or use a flashlight or phone) because an electric spark could ignite the gas, causing an explosion.

When a hydrant is opened, there will always be temporary incidences of discolored water containing fine sediment particles. There is no health hazard associated with this discolored water. It is safe to drink and continues to meet all federal and state drinking water standards. Allow a few minutes but up to 4 hours for discoloration to dissipate. If the discoloration persists for more than 24 hours, please contact our Water Treatment Plant at 931-553-2440.
No, Fire Departments are required to flush hydrants when they are testing them to ensure adequate flow and pressure is available.
The Water Department flushes throughout the year so that the water does not stagnate in less active parts of the water distribution system. Clarksville Fire and Rescue flushes all hydrants within city limits during the spring beginning in April.
Again, the largest complaint during and just after hydrant flushing is discolored water. Here’s what you should do if hydrant flushing is taking place in your neighborhood:
Check to see if any of your drains have a dry trap. All household drains are equipped with an “S” shaped trap which provides a water seal to keep out sewer gases. If the drain is not frequently used it could be dry due to evaporation. You may also have a loose fitting, break or hole in the vent pipe, items easily fixed with the aid of a plumber.
If you detect sewer odors outside of the home please call the Wastewater Division at 931-553-2424 and they will investigate the odor complaint.

Under the Utility District Law of 1937, Tennessee, Ann. §§ 7-82-101, a utility company may charge a utility fee when it makes sewer service available even when the property owner has not connected to the sewer.
In order for sewer to become available to a development, several things must occur.
However, the time frame from design to installation and completion can take up to 2 to 5 years. Therefore, if you are currently experiencing septic problems, temporary repairs may be necessary.

Residents are not required to be at home during smoke testing; however, pouring a few cups of water in all household drains will help prevent smoke from entering the home through drains. Smoke should not enter the home unless defective plumbing is present or drains are dry.
No. It may cause coughing and it’s not recommended to continually breathe in for long periods of time. The smoke is non-toxic, leaves no residue and creates no fire hazard, but there is a possibility of it triggering smoke alarms. To help prevent smoke from entering your home, please pour a few cups of water into all household drains, especially seldom used drains. Doing this will fill the drain traps and prevent smoke from entering your home.

The property owner maintains the water pipe from the customer side of the meter yoke to building. The property owner is responsible for all pipes and fixtures in the buildings.
The cost of a PRV assessment, adjustment, and/or installation varies. Remember it's always a good idea to get more than one price quote. Pressure reducing valves, like all plumbing, have a lifespan and will need to be replaced in the future.
A licensed plumber should perform the assessment, adjustment and/or installation. You can find a list of licensed plumbers in the yellow pages of the telephone directory. It is always best to check with the Better Business Bureau.
Customers who already have a pressure reducing valve on their plumbing should have it inspected by a licensed plumber to ensure that it is in proper working condition. Pressure reducing valves, like all plumbing, have a lifespan and will need to be replaced periodically.

If you qualify, attending a traffic safety course that is certified by the Tennessee Department of Safety and Homeland Security can prevent points from being applied to your driver’s license. It does not prevent any reporting of the violation. It is still reported to the Department of Safety and Homeland Security that you attended a court mandated traffic school. That will appear on your driving record.

Presently, all full-time city employees are paid current. That is, a paycheck issued on May 15, 2019 covers the period of May 1 through May 15. The current pay cycle entails an employee’s time and attendance being submitted prior to actual time being worked. As a result, if an employee takes an unplanned absence, he or she will later have to submit an adjustment or a time-off request. This sometimes results in an inaccurate payroll and time and attendance process. Due to the delay in adjustments, they may also result in an overpayment of wages which may create tax implications for both the employee and the City.

No, this transition will not result in a reduction of salary. It is simply a 2-week lag (actual) pay cycle of the actual time worked and reported.
Non-exempt employees are eligible for overtime under the Fair Labor Standards Act (FLSA) and must record time worked. Exempt employees are excluded from overtime, except for those situations outlined in the Salary Schedule. If you are unsure of your exemption status, please refer to the Salary Schedule. FLSA regulations require employees to track their time worked by the hour and require that overtime be paid for work in excess of 40 hours in a workweek. To ensure that the City meets these regulations, non-exempt employees must report time worked each day. The biweekly pay cycle was specifically designed to help track hours worked and overtime.

Look at your 7/15/2020 direct deposit slip. The amount deposited to your bank account, less any overtime or straight time, is what your pay advance will be equal to.
No. If you currently have your earnings sent to direct deposit, you do not have to make a change. If you have automatic bill pay from your account, you may want to talk to your financial institution about any necessary changes. Please review any secondary direct deposit accounts to confirm that you will have the appropriate amount deposited.
Yes. Direct deposit will have their pay deposited according to the new pay schedule. Please see the Paycheck Calendar for new pay dates.
If you have automatic bill pay set up for any regular expenses, for example mortgage payments, student loan payments or car payments, we encourage you to work directly with your financial institution(s) to change payment dates as needed.
Yes. Because deductions are taken in arrears (ex. December deductions pay for January benefits coverage), the December pay check would be the last deduction of the plan year. The first deduction of the next plan year will be seen on your January paycheck.
The Tennessee Consolidated Retirement System retirement contributions are paid monthly based on a percentage basis.
If the garnishment deduction is calculated as a percentage of your earnings, a deduction will occur each pay period, up to the maximum deduction allowed, and based upon federal and state regulations. For example, a garnishment deduction of 25% will continue to be taken at the rate of 25% each pay day. If the garnishment deduction is a fixed flat-dollar amount, the amount is recalculated to a biweekly amount. That calculation is multiplied out by a year and then divided by the total number of paychecks within the year. For example, if you have a semi-monthly $250.00 garnishment payment, it will look as follows: $250 x 24 semi-monthly payments = $6,000 yearly payments. $6,000 / 26 pay checks = $230.77 biweekly
Typically contributions are set up as a fixed flat-dollar amount, per pay period you may want to adjust that amount. The pay simulator will be show you the difference in take home pay should you make changes to your 457 deferred comp contributions.
If you have an additional tax amount deducted from your paycheck, that monthly amount will be calculated out to a yearly amount and then divided by 26 for a biweekly amount. If you do not want the current additional amount to be split in this manner, please submit a new W-4 Form to the payroll office by 7/31/2020 or you can do in ESS by that date. Changes to your tax withholdings are likely not necessary, unless you determine it would be appropriate given your specific situation. However, you may change your W-4 withholding at any time. Biweekly tax withholdings will continue to be based upon IRS guidelines. The IRS Publication 15 (Circular E) Employer’s Tax Guide can be accessed at www.irs.gov . You might also consider increasing your 457 deductions and FSA contributions during Open Enrollment, thereby reducing your taxable income. Contact HR benefits for information.
We will continue to tax you according to the Federal W-4 form you currently have on file. Your biweekly earnings will be taxed based upon the biweekly tax schedule set by the Internal Revenue Service. You can review the tax schedules on the following link: www.irs.gov

Clarksville Crime Stoppers pays for tips in the Clarksville, Montgomery County areas. We cannot guarantee payment if tip information is received outside of our jurisdiction. Tip information received outside our jurisdiction will be turned over to the Crime Stoppers programs who cover those areas.

Crime Stoppers is a citizen, media and police co-operative program designed to involve the public in the fight against crime. Crime Stoppers provides citizens with a vehicle to anonymously supply the police with information about a crime or potential crime of which they have knowledge.Cash rewards are offered to people who call the program and their information leads to an arrest.
The Crime Stoppers tip line is manned by trained personnel who receive, process, and pass on tip information to investigating officers. Callers are given a code number which is used in all subsequent calls and callers do not have to identify themselves.A reward of up to $1,000 is offered to anyone providing information which leads to an arrest for a crime. Rewards may also be made for information leading to the recovery of stolen property, the seizure of illegal drugs or an arrest on an outstanding warrant.The media is a very important component of Crime Stoppers. An unsolved crime may be re-enacted and shown on television or may be publicized in a newspaper or aired on the radio. The media also brings the program to the attention of the public.
A volunteer Board of Directors actively administers and is responsible for the program. Crime Stoppers is a 501 C (3) non-profit organization and is responsible for raising funds and the disbursements of rewards. The Board of Directors work in close cooperation with law enforcement and all areas of the media.
Clarksville Crime Stoppers is a Community Project supported by donations of money, goods or services. Contributions from individuals, corporations, clubs, professional associations, retailers, civic and social groups keep the Crime Stoppers program functional. All donations to Clarksville's Crime Stoppers are tax deductible.
In July 1976, in Albuquerque New Mexico, a university student was killed during a gas station robbery. After 6 weeks of investigation the police had very few leads as to who was responsible. Police investigators thought that if the public was able to observe a reenactment of the crime on television this may lead to a citizen providing information that may lead to an arrest.
The police investigators were right. A caller contacted the police department the next day after seeing the reenactment. The tip information was enough to lead the police to the two men who were responsible. Within 72 hours of the reenactment being aired, the police had solved the murder. This was the beginning of Crime Stoppers.

An officer cannot base his/her decision on whether to arrest or not at the request of the victim. If the officer determines that a crime was most likely committed, “the preferred response of the officer is arrest.” The decision of whether to arrest someone, by Tennessee Law, is based on whether or not a crime occurred and is not based on the “consent or request of the victim.”
Conditions of Release (COR) are rules established by the Tennessee Law - most often involving cases of domestic assault. Tennessee Code Annotated (T.C.A.) Section 40-11-150. These rules are designed to insulate victims of domestic abuse from intimidation or further acts of violence before a judge has an opportunity to review the case.

Make sure when taking out an order or protection that you are truthful about all the facts of your case. Once the paperwork is done a judge will then decide to sign a temporary order until a court hearing is held to issue a permanent order of protection.
No. Because criminal warrants are brought by the State of Tennessee and because criminal warrants are issued by a judge - only the judge can dismiss the case. Your best option to dismiss a case is to appear on your trial date and speak with a District Attorney.
You may be arrested and required to post a surety bond to assure your appearance at the next court date. If you intentionally fail to appear in court, you could be found in contempt of court which can include incarceration and/or fines. Please contact the Domestic Violence Victim Assistant for the Clarksville Police Department if you have a conflict with the trial date.

No. We use the Tennessee Law Enforcement Training Academy located in Donelson, Tennessee. You will stay at the Academy. The normal work week while attending the academy, is Sunday afternoons to Thursday evenings, and then you get to come home on the weekend.

The City's current property tax rate is $1.0296 per 100 assessment.
Tax bills for the current calendar year are mailed in October of each year. Tennessee law does not require the mailing of tax notices. Owners of property are presumed to know that taxes are due without personal notice. Failure to receive a tax bill does not relieve the responsibility of payment, nor is this a reason for penalty and interest charges to be canceled if the tax bill becomes delinquent.
Taxes are due and payable from the first of October through the last day of February. Starting March 1, penalty and interest will be accrued.
The Montgomery County Property Assessor sends the City a tax file with every owner on record, meaning the person who owned the property on January 1st of that year. The City then generates tax bills based on the file that the Montgomery County Property Assessor sends. We encourage owners of properties to always check their closing documents to see who is responsible for the payment of the taxes. Regardless of who is responsible for paying the taxes, the property can still be ultimately sold at a tax auction if the taxes remain delinquent and unpaid.
Beginning March 1st, taxes will be considered delinquent and will start to accrue monthly interest at a rate of 1.5% per month, or 18% annually. This amount is added to the tax bill. After taxes have been delinquent for one year, the City of Clarksville then turns the taxes over to the Delinquent Tax Attorney. City Hall shares a building with U.S. Bank. Free parking is available on the Public Square side of the City Hall building. There is also a night deposit located to the left of the doors on the City Hall/U.S. Bank building for secure drop off.
The City of Clarksville mails a copy of each tax bill to the owner on file as of January 1. It is the owner’s responsibility to forward the tax bill to their mortgage company. Also, it’s important to know whether your taxes are paid for through an escrow account, to avoid double payment of taxes by both the owner and the mortgage company.
It is the practice of the Finance and Revenue Department to refund any overpayment to the party to pay the taxes second, or last. For example if your mortgage company sends us payment for your taxes in December and you mail a payment in February, your money will be refunded to you.
The City will refund the overpayment to the party to pay second, or last. In this case the money would be refunded to your mortgage company, then you would need to contact your mortgage company to discuss your refund.
We accept property tax payments online. There is a 2.5% fee to pay by e-check or a credit/debit card. This fee is charged by our credit card processor and does not provide any monies to the City. Two separate charges will appear on your statement; one for the taxes paid and the other for the processing fee (PaymentUs is the vendor).

There are two different types of Tax Relief. There is Tax Relief for Elderly or Disabled Homeowners and Tax Relief for Disabled Veterans and Widow(er)s. For more information on how to qualify for tax relief, please visit the Montgomery County Trustee’s website or call our office at 931-645-7436.
Applications for the tax relief program are available at both the Montgomery County Trustee’s office as well as the City of Clarksville’s Finance and Revenue Department. For first time applicants, you will only need to sign up at the City or County offices, not both.
If you’re approved for tax relief based on your age or a non-military related disability, each year you will receive a voucher with both your County and City tax bills. You will need to bring all of your income information to the City of Clarksville with your City of Clarksville tax relief voucher. If you’re approved for tax relief based on your veteran status, you will need to submit your completed and signed vouchers to the City and County, respectively. Your submission of your City voucher can be done in person or by mail.
It is imperative that each tax relief recipient submit their voucher, along with all required information, each year to both the County and the City. The State of Tennessee uses these submitted vouchers to remit payment for the covered portion of your property taxes.
