Captain James C. Smith and Deputy Chief Michael L. Parr head up the Professional Standards Unit.
Drug Abuse Resistance Education teaches our children kindergarten through high school that
popularity can be found in positive behavior, that belonging need not require them to abandon
their values, that self confidence and self-worth come from asserting themselves and resisting
destructive temptation. D.A.R.E. teaches them not just that they should refuse drugs and alcohol
and violent behavior, how to do so.

Gang Resistance Education and Training helps youth avoid gang membership prevent violence and
criminal activity, and develop a positive relationship with law enforcement.
The D.A.R.E vehicle took First Place in the SUV/Pick-up/Van Category at the D.A.R.E/G.R.E.A.T conference. The SUV was a drug seizure which Major Crimes provided for conversion to a D.A.R.E show vehicle. It was a collaborative effort between The Police Department’s Operation Turnaround, MAACO, House Doctors, and the Citizen’s Police Academy Alumni to restore the SUV
Homeland Security
The Clarksville Police Department maintains a Homeland Security Unity Consisting of Officer
Tim Chandler, Homeland Security Coordinator and Logistical Support Coordinator. This Unit is
responsible for coordinating information sharing, applicable emergency equipment and management
training of personnel, as well as resource management between this agency and other law enforcement
and emergency services agencies. All of which are located in the North Middle Tennessee Region 7
Homeland Security District. Our specialized support equipment for field critical incidents and special
events consists in part of transportation resources, power generators, area lighting and Incident
Command equipment. The Homeland Security Unit is in charge of enabling the overall safety of our agencies
personnel in event of man made or natural disasters as they in turn respond to the needs of our
citizens.

Honor Guard
The Honor Guard/Color Guard Team as it is today was started in January of 2000.
Prior to this volunteers made up most of the events conducted.
The goals of the Team are to honor the fallen Officers and those who have given the ultimate sacrifice to what the believed in.
Officers who are selected to become members of the Team must perform basic maneuvers in front of a board
The Team trains once a month in the area of marching, flag folding, 21 gun salute, parade details and other ceremonial duties.
The Purpose of the Professional Standards Unit
is to provide support for the law enforcement operations and the overall mission of the department through the efficient administration of departmental resources. The PSU oversees the operations of the following sections:
Training
Training division provides instruction of firearms, policy and procedures, chemical weapons, impact weapons,
DUI enforcement and other areas.
Building maintenance
The Building Maintenance Department is responsible for keeping over 30 thousand square feet of office space and 3 acres of parking lots of the Clarksville Police Department clean. These men and women are very vital to our public image and they do the best job possible to insure that our work areas always look great.
Field Training Program
The Field Training Program is a 14 week instruction where recruits are assigned to a Field Training Officer. During this time the recruit is taught the fundamentals of law enforcement. After successful completion recruits are assigned to a shift and start solo patrol.
Records
Records clerks are responsible for data entry of various police reports, records custodians, liaison for the citizenry of Clarksville and all law enforcement agencies requesting various types of support, notifies all personnel/special units within the Department, coordinates wrecker services, and directs the public to outside agencies as needed.
Procurement
Procurement/Supply purchases everything needed to run a department. From a paper clip to an AR-15 rifle.
Procurement/Supply inventories everything for budget and accountability.
This includes paperwork to vehicles. Procurement/Supply also oversees that jobs get done whether
they are completely dressing a vehicle for patrol to constructing building/addition projects.
We work closely with other departments and outside contractors.
We purchase clothing and equipment for all officers as well. We store old equipment and paperwork
for future references. Help coordinate the city auction every year, as well as providing officers
and command staff with much needed equipment on call out situations
Public Information
The Public Information Office of the Clarksville Police Department is responsible for all
media releases. On a daily basis the office meets with members of the press and fields questions
concerning reported incidents, traffic accidents and operations of the department. During critical
incidents the Public Information Office sets up a media area and conducts on site interviews and
releases to the press. Members of this unit represent the department in the broadcast and print media.
Making every effort to insure that the correct information is disseminated in a timely manner is one
of the primary functions of this office.
The office coordinates off duty employment, special events and parades. Conducts the annual taxi and

Chaplain
The chaplain section supports the department in many ways. Death notification, officers and their family, visit officers in hospital, help people in need of food or lodging, liaison with ministers in Clarksville and Montgomery County. They speak at churches and Civic organizations and serve in many other ways.
