Clarksville Police Department achieved Top honors at the Tennessee Law Enforcement Training Academy Graduation, December 16th . Officer Jesse Scott was awarded the prestigious John R. Cunningham Award for Outstanding Officer for top overall score for academic and practical skills application. Officer Scott and six fellow officers will soon be hitting the streets. They are entering 14 weeks with Field Training Officers to develop their on the job skills after learning basic law enforcement techniques in the academy. They are closely evaluated during the Field Training phase and are required to be well-versed in the local, state, and federal laws that apply to their law enforcement duties. They will also be closely scrutinized on their interpersonal skills when interacting with the public and coworkers. After successful completion of field training, officers will be allowed to go solo and be assigned to a duty position.

The Clarksville Police Department is conducting city-wide impaired driving saturation patrols, partially funded by the Governor’s Highway Safety Office, December 30 and 31, 10 pm – 4 am .

The intention of the saturation patrols is to detect and apprehend impaired drivers through increased traffic enforcement.

On December 27, 2011, a little before midnight, two males, a 17 year old from Dover and an 18 year old from Cumberland City had arranged to meet MARK AUSTIN ELLIS in the area of Ladd Street to buy marijuana. But, the transaction did not go as planned. When the teenagers got out of their vehicle, ELLIS and several other unknown suspects came out from behind one of the residences and robbed them at gunpoint. The teenagers had to strip off their clothes and give the robbers all their possessions. The 17 year old was punched in the side of his face and had a gun put to the back of his head. The 18 year old was thrown to the ground and had a gun put to his face. The two teenagers walked to the gas station on Kraft Street to call for help and get clothes.

Police are also trying to identify the other suspects involved in the robbery.

NEWS RELEASE

On December 28, 2011, around 2:15 am, Scott Puckett, 40 saw two men walking past his house at 3422 Old Timber Rd, when one of the men stopped in his driveway and looked inside one of his vehicles. Scott Puckett went outside and saw a male, later identified as RAFAEL QUINA, opening and closing the driver’s side door of his Chevrolet Suburban. Puckett confronted QUINA who screamed and ran. Puckett quickly caught the man, but QUINA started to fight by punching, kicking, pulling away, and dragging Puckett across the yard. In the meantime, neighbors heard the noise and called 911. Puckett finally was able to subdue QUINA and hold him until Police arrived. The other male with QUINA fled from the area before Police got there.

SECOND MAN POLICE WERE LOOKING FOR IS IN CUSTODY

JOSEPH BRENT ADKINS Photo (W/M, DOB: 3/29/79), turned himself into the Montgomery County Jail, December 27, around 7 pm. He was an AWOL soldier, who had six outstanding warrants on File -- Two Theft (Felony), 3 General Sessions Capiases, and a Petition to Revoke. He took over $1,800 of merchandise taken from a Wilma Rudolph Blvd store. ADKINS has been out of jail since October 2011 after serving time for a DUI charge.

He was booked and has a $25,000 Bond.

On December 27, 2011, a little after midnight, Joseph Demille, 29, of Summerhaven Rd, called 911 about three teenagers that appeared to be scoping out houses and attempting to break into vehicles on Lamont Court.

The initial attention-getter for the Demille was the activation of the security light in his yard and noises outside. When he looked outside, he saw three men near his vehicle. He called 911, but the men departed his yard prior to Police arrival. He followed the men so he could update Police on their location. While waiting for Police to arrive, he saw the three men entering three vehicles at two different residents on Lamont Court. Joseph Demille took action and detained the three men until Officers Raymon Carroll and John Platt arrived. During an investigation by Officer Carroll, it was determined that Dylan Engle, 19, Mathew Merrill, and a 16 year old male juvenile entered the three unlocked vehicles to obtain loose change to buy sodas from a nearby store. The three teenagers specifically chose this particular neighborhood because there would be more loose change than in other neighborhoods in the area. Their efforts yielded a little over $5 in change.

DYLAN MAX ENGLE Photo (W/M, DOB: 8/26/92, Given Address: 1738 Broadripple Rd, Clarksville) and MATHEW THOMAS MERRILL Photo (W/M, DOB: 6/14/93, Given Address: 801 Tiny Town Rd, Clarksville) were booked into Montgomery County Jail and charged with THREE COUNTS OF VEHICLE BURGLARY; BOND: $6,000. Juvenile petitions were obtained for the 16 old juvenile and he was released to a parent.

A stabbing which allegedly occurred during a Robbery, in reality, turns out to be a Domestic related Aggravated Assault.

On December 14, 2011, around 7:30 pm, officers were called to the 526 Yvonne Drive about a stabbing which allegedly occurred during a robbery. According to JACQUELYN BROEGE, she was walking the area of Jewel Drive with her 20 year old boyfriend when an unknown male came out of the woods with a knife, demanded everything they had, and stabbed her boyfriend in the stomach when they told the would-be robber they had nothing to give him. Broege said she punched the robber in the face and he ran back into the woods. The couple made their way back to Yvonne Drive and called 911. Officers, Detectives, and K-9 arrived on scene, but were unsuccessful in locating any suspects. The boyfriend was taken to Vanderbilt, treated, and released.

As the investigation progressed, the truth came out as to what really happened. There was argument between the couple at the Yvonne Drive residence and Broege said she would stab the boyfriend if he tried to leave. The boyfriend did not believe her, tried to leave the house, and was stabbed in the stomach.

On December 21, 2011, Detective Josh Jobe secured warrants for AGGRAVATED ASSAULT AND FALSE REPORT. Officers have been unable to locate JACQUELYN BROEGE Photo (A/F, DOB: 1/1/93, Given Address: 526 Yvonne Drive, Clarksville, TN).



NEWS RELEASE

On December 23, 2011, around 3:30 am, a 23 year old man got dropped off by a friend at the 800 Block of Peachers Mill Rd to buy some marijuana. But, the transaction did not take place as he anticipated. Two males showed up with their faces covered, one displayed a handgun, and demanded his money. The 23 year old grabbed the barrel of the gun and at some point, the firearm was discharged and the male sustained a gunshot wound to the hand. The two men fled from the scene without getting anything from the victim. The 23 year old called his friend to give him a ride to the emergency room to be treated. Police were called by the hospital upon the man’s arrival for treatment of the gunshot wound. Initially, the victim told Police, two men demanded money and shot him for no reason. But, he finally recanted and told officers the truth about the drug transaction gone bad.

The 23 year old was treated and released.

The investigation is ongoing and Detective Hurst is the lead investigator.



NEWS RELEASE

On December 22, 2011, around 9:15 am, 911 received a call about a residential burglary in progress at 2647 Delray Drive. A watchful neighbor kept an eye on a residence after she spotted a window open and the screen off. She saw a male jumping over the neighbor’s fence with a guitar and black case. She provided a detailed clothing description and the direction the male was walking. Officers Hill and Koziol spotted the male walking down the street with two guitars in his possession. It was determined the property had been stolen from 2647 Delray Drive. The 17 year old juvenile was taken into custody and charged with Aggravated Burglary and taken to a juvenile detention facility.

This is not the 17 year olds first encounter with law enforcement. He was already on probation and had been previously charged with burglary, breaking into Northwest High School, and a convenience market burglary.



UPDATED NEWS RELEASE

DAVID PRESTON SAUNDERS (W/M, DOB: 7/23/84) was booked into Montgomery County Jail around 1:30 am, this morning. Saunders was taken in custody after shoplifting at Kroger’s, Dover Crossing. The Loss Prevention officer confronted Saunders and Adkins, outside of the store after they had been seen shoplifting. Saunders returned to the store, but Adkins did not and left the area. Due to media coverage, the Loss Prevention officer recognized Saunders as a man Police were looking for. He detained Saunders until Police arrived.

Police are looking for two men: DAVID PRESTON SAUNDERS charged for a July 4, 2011 Aggravated Robbery of Walgreens (release attached), released on Bond in August, picked up on Dec 7, 2011 for Fraud, released on Bond again and JOSEPH BRENT ADKINS released from jail in October 2011 after serving time for a DUI charge.

He has nine outstanding warrants on file -- Seven Theft (4 Felony) and 2 General Sessions Capiases. He has taken over $4,500 in merchandise from stores in the Wilma Rudolph Blvd and Madison Street area. Also, Saunders is no longer in the military.

A woman has been charged with Aggravated Child Abuse after Police investigated a December 19, 2011, Department of Children Services' referral in reference to an allegation of child abuse of a one month child who had been transported to Vanderbilt Children Hospital in Nashville.

On December 19, 2011, a one month old child was admitted to Vanderbilt and medical personnel determined the child was suffering from a fractured skull and ribs, and had a brain bleed. Detective Demone Chestnut interviewed the mother, PENSELYN LOYOLA, who stated over the last 30 days she had dropped her child three times. She recalled that incidents occurred when the child was dropped down a flight of stairs in the home and twice in the shower while she was trying to bathe the one month old child. She also revealed the one month old was also recently hit in the head with a game controller. At no time did Penselyn Loyola seek medical attention for the child nor did she communicate these incidents to her husband.

The child is listed as medically unstable and several test are still pending.

PENSELYN LOYOLA Photo (DOB: 1/12/87, Given Address: 65 Durrett Drive, Clarksville, TN) was taken into custody and charged with AGGRAVATED CHILD ABUSE AND NEGLECT; BOND: $1,000,000.

A man is on the run after kidnapping a woman and attempting to RAPE her.

On December 20, 2011, around noon, a 20 year old woman was doing laundry in her apartment complex when FU XIN HUANG, who lives in the same complex, grabbed and forced her into the bedroom of his apartment. Once in the bedroom, he pulled out a handgun, fired one shot into the wall, laid the gun on the chair in the bedroom, grabbed the woman around the throat, and attempted to rape her. The victim was able to convince Huang to just talk to her for approximately one hour, at which time, she found an opportunity to escape and ran out of the apartment. Police patrolling the area were flagged down and told what occurred. Huang had already fled the area by jumping out of a bedroom window.

The victim had redness around her neck and a witness reported they had heard a woman scream from Huang's apartment.

FU XIN HUANG Photo (A/M), DOB: 3/10/63, Given address: 2849 Cobalt Drive, Clarksville, TN has two warrants on file: CRIMINAL ATTEMPT TO COMMIT AGGRAVATED RAPE and AGGRAVATED KIDNAPPING; BOND: $150,000.

FU XIN HUANG has no family in the area and believed to be headed to Nashville to catch a bus back to New York.

The gun was not recovered at the scene and HUANG should be considered armed and dangerous. Anyone with information is asked to call 931-645-8477. If Huang is spotted, call 911.

We are trying to locate the owner(s) of 22 abandoned, wrapped XMAS presents. On Dec 19, around 8 am, Officer Buddy Gillespie responded to a suspicious activity call in the area of Burlington Court. When he arrived, he found different items laying on the ground. Some of the property was identified as being taken from a couple of vehicle burglaries, but the origin of the 22 presents is still a mystery. The presents had names on them and appeared to have been partially opened to check the contents and then discarded.

We would like to return the presents to the rightful owners. Anyone who believes this may be their property and can identify the contents is asked to call the Clarksville Police Department, 931-648-0656, ext 4000.

One of Clarksville Police Department’s Command Staff traded in one uniform for another.

Captain James Corbett Smith, Clarksville Police Department, like many others, serve their country and community in a civilian profession and wear a dual hat as a member of the GUARD or RESERVE. In James Smith’s case, he serves as a Command Sergeant Major for the Tennessee Army National Guard. James Smith has served in an active military duty capacity and had deployments to include Operation Storm and two tours in support of Operation Iraqi Freedom. After the last deployment, James Smith resumed his law enforcement career and was a District Commander with the Clarksville Police Department. Captain Smith has been called to active duty again and was offered the position of Command Sergeant Major for the Warrior Transition Battalion, Ft Campbell, Ky. The Warrior Transition Battalion takes care of wounded, injured, or ill Soldiers as they concentrate on healing to either return to duty with their units or successfully transition out of the military as honored veterans. He officially assumed duties at a Change of Responsibility Ceremony at Ft Campbell on December 19, 2011.

The Police Department has 20 officers that are members of Guard or Reserve Units.

NEWS RELEASE

On December 20, 2011, around 1:30 am, Police were called to 3837 Aly Sheba Drive about several teenagers fighting. After officers arrived at the residence, they were made aware that a man may have been shot and was headed to the hospital in a privately owned vehicle. Subsequently, a 19 year old male arrived at the emergency room with a gunshot wound to the leg.

The investigation revealed there was a college party being held at the Aly Shera Drive residence and Laquinton Tillman, who was extremely intoxicated, brandished a handgun in an attempt to make numerous individuals leave. The handgun was discharged at some point and struck Tillman’s 19 year old friend in the leg. Tillman was tackled by several people knocking the gun out of his hand. The shooting victim was then driven to the hospital by a friend, treated, and released.

LAQUINTON T. TILLMAN (B/M, DOB: 2/2/93, Given Address: 3837 Aly Sheba Drive) was taken in custody at the residence. He was booked into Montgomery County Jail and charged with: AGGRAVATED ASSAULT, POSSESSION/PURCHASING OF INTOXICATING LIQUOR BY/FOR MINORS, BOND: $5,250.

NEWS RELEASE

On December 20, 2011, around 12:18 am, Emergency personnel responded to an explosion at 205 Lexington Drive where a man was outside screaming for help. When officers arrived on scene they found a man outside with burns to face and upper body. The glass was blown out of the windows of apartment D and the siding had separated from the building. There was also fire inside of apartment D. The fire department extinguished the fire and it was determined there was a possibility that there was a meth lab inside of the apartment. The 19th Judicial Task Force was notified and responded to the scene. Director Jesse Reynolds and Agent Kyle Darnell went inside and found numerous one pots inside and extensive damage to the bathroom area. The apartment was sealed off until a search warrant could be obtained.

There are four apartments in the 205 building which are now condemned and the families displaced. In apartment A, there was a family with a one and two year old inside when the explosion took place. In apartment B, there was a woman inside at the time of the explosion; she is the person that called 911. A man who lives inside of apartment C was not home at the time. The 22 year old that sustained the burns was inside of apartment D, when it exploded.

The 22 year old man was transported to the hospital, and then transported by Lifeflight to Vanderbilt for treatment.

The Red Cross was notified and is assisting the displaced families.

NEWS RELEASE

On December 18, 2011, around 7:20 am, Emergency responders were called to 500 Block of Helton Drive about a man that struck an unoccupied vehicle parked in a driveway and then set three vehicles on fire.

ANH NGUYEN BROWN, 43, drove a Chevy pickup across the front of his mother’s yard, at 527 Helton Drive and struck an unoccupied 2006 Chrysler 300 which was parked in the driveway at 529 Helton Drive. He exited the pickup and went back to mother’s yard and set three of her vehicles, a 2010 Honda CR-V, 2004 Nissan Sentra, and a 67 Buick Riviera on fire. While firefighters were on the scene trying to extinguish the fire, BROWN tried to pour more gas and other liquids on the vehicles in an effort to keep the fires going. The firefighters sprayed him with water to back him up from the scene. Officers arrived, surrounded BROWN in the back yard, and gave him numerous verbal commands in an effort to take him into custody voluntarily. He ignored the officers and a TASER was deployed at which time he became cooperative and was taken in custody without injury to officers or himself. There was over $30,000 damage to the vehicles involved.

The reasons behind Brown’s actions are not clear, but medical issues and anger may have been contributing factors.

The driver’s name is: ASHLEY GRACE REESE, 20, CLARKSVILLE, TN.
There were a lot of smiling faces today when the Clarksville Police Union and The Fraternal Order or Police, both made up of local law enforcement officers, had the pleasure of sponsoring and shopping with over 180 children from our local area. Officers accompanied and assisted the children and adults on their shopping extravaganza. Between the two organizations there was over $15,000 spent on the children's' shopping spree.

NEWS RELEASE

On December 17, 2011, around 4:39 am, Officer Christina Harris was on patrol, called into the dispatcher and said someone had driven through a business at 602 S. Riverside Drive and the driver was injured. According to the 20 year old female driver of Clarksville, she was traveling north on Riverside Drive in a 99 Acura, someone pulled out in front of her from Crossland Avenue, she swerved to avoid the vehicle and crashed into the building.

The driver was transported to Gateway by ambulance with non-life threatening injuries.

A business in the 400 block of Franklin Street has been burglarized twice in less than a month and an undisclosed amount of cash was taken both times. Both times entry was made through a window at the business. Police believe it is the same person. He was caught on video and Police are trying to identify the suspect. UPDATED NEWS RELEASE

LEROY EVERETT, one of the two men that Police were looking for in reference to the Theft of Over $1,500 in cigarettes turned himself into the Montgomery County Jail, December 15, around 5 pm.
Everett was the man in the video that was walking around and talking on the cell phone inside of the Kangaroo Express.

ERASTUS JAMES MUMMERY was booked into Montgomery County Jail around 1:30 am. Mummery turned himself into Police on the parking lot of Grandpa’s on Ft Campbell Blvd. He told officers that he turned himself in because of all the (expletives) media attention.

NEWS RELEASE

Our K9 unit returned from North Carolina with a whole lot of training and renewed motivation. We now have Four officers on the street with their K-9 partners and a supervisor that has high expectations for the unit. They are proactive and doing good things with their new or finely honed skills. The K9 unit's stats for Nov 16th- Dec 11th:

Deployments - There were 91 total deployments of the dogs ...during this time frame. Of the 91, 22 of them were for tracking, building searches and article searches. 69 were for Narcotics searches.

Narcotics – During this time period there was a total of 232 grams of marijuana found (over half a pound) and 27.4 grams of cocaine found (roughly an ounce)

Other Finds - During the deployments two guns were recovered, a known burglar was tracked from the scene to the back door of his residence and two knives used to pry a door of a business were found using the K9’s.

Citations/ Misdemeanor. Arrest/ Felony Arrest – There was a total of 13 citations issued, ranging from speeding to equipment violations. There were 6 misdemeanor arrest ranging from DOSL to warrants on file and there were three felony arrests generated by the K9’s and handled by an agent.

Congratulations to K9 Handler Casey Stanton (in photo) and Aris for being TOP DOG for the last cycle. Stanton and Aris ended the cycle with a total of 193.5 grams (little less than 7 ounces) of marijuana and 4 grams of cocaine seized. They also recovered two handguns and had several successful tracks.

NEWS RELEASE/UPDATE

An officer’s keen observation lead to the arrest of a woman for an AGGRAVATED ROBBERY which took place August 31, 2011.

Officer Darren Koski reviewed bank surveillance footage after a robbery at a night deposit box and noticed the robber touched the victim’s car with her left hand as she ran away. Officer Koski was able to lift a fingerprint from the area where the suspect touched the vehicle. On September, 16, 2011, the fingerprint was submitted by the lead investigator, Detective Nick Newman, to the Tennessee Bureau of Investigation crime laboratory for analysis and identification. On December 9, 2011, the fingerprint came back from the lab and was identified as belonging to the middle finger of JOY TIANNE AGNER

On December 15, 2011, JOY TIANNE AGNER Photo (W/F, DOB: 9/17/73, Given Address: 914 Martin Street, Clarksville, TN) was taken into custody and charged with: AGGRAVATED ROBBERY, BOND: $5,000.

NEWS RELEASE
On August 31, around 9:20 pm, a woman making a night deposit for a pizza business was robbed at gunpoint. An 18 year was at a bank’s drive thru night deposit at the 1800 Block of Madison Street when she was approached by a white female who pointed a handgun at her and demanded money. The 18 year old handed the robber a money bag, at which time, the woman took the money and fled the scene in a white Ford Explorer that was parked behind the bank. The Explorer left the bank and, possibly, headed east (toward the 76 Connector/41 Bypass) on Madison Street.

The white female suspect was wearing some sort of facial cover, around 5’6, med-heavy build, dark hair, red pants, and a black hoodie. The Explorer had a keyless entry system, luggage rack on top, white, possibly late 90s or early 2000 model. No sort of decals were noted.

AARON M. KLEIN Photo (W/M, DOB:3/6/88, Given Address: 1381 William Suiter Drive) was indicted and charged in conjunction with the crash which occurred on Tiny Town Rd. He was booked into Montgomery County Jail and charged with: DRAG RACING, RECKLESS ENDANGERMENT, AND CHILD ENDANGERMENT, BOND: $20,000. (Booking Photo attached).

UPDATE
The driver of the Honda Hybrid was AARON KLEIN, 23 of Clarksville. The passenger’s name is JUSTIN GOLLA, 24 (do not have an updated status on him). The 2 year old female will be released from the hospital today. KLEIN is undergoing surgery but is stable.

We would still like to talk to the driver of the red vehicle.

There have been no charges files as of yet.

ADDITONAL INFORMATION
There was another vehicle which was not directly involved in the crash but directly affected by the end result of the single vehicle crash. A Honda van driven by a 41 year old female was traveling eastbound when the Honda Hybrid crossed in front of her van before it crashed. After the crash took place, live power lines from the electrical pole fell on top of the Honda Van trapping the 41 year old along with her 8, 13, and 15 year old children. The van sustained damaged, but the occupants were unhurt.

NEWS RELEASE On August 28, 2011, around 9 am, a single vehicle crash sent three to the hospital. According to witness accounts, a 2005 Honda Hybrid driven by a 23 year old man and a red vehicle with an unknown driver appeared to be drag racing eastbound on the 1000 Block Tiny Town Rd. The Honda was in the left lane and the red vehicle was in the right lane. The red car drifted into the Honda’s Lane as they entered a curve; it does not appear as though contact occurred between the vehicles. The Honda swerved away from the vehicle, lost control, left the roadway, rotated, and the driver side of the vehicle hit an electrical pole. The pole was ripped out of the ground and the Honda flipped and came to rest on its roof on top of the pole. The 23 year old driver, 24 year old male passenger (Honda), and 2 year old female child had to be extricated from the vehicle. Emergency responders were able to quickly extricate the two adults, but it took almost an hour to safely remove the child. Additionally, the child was restrained in the child safety seat and was the child of the driver.

The 23 old driver was taken by Lifeflight to Vanderbilt with back and wrist pain. The 2 year old female was alert and conscious with some abrasions and was transported by Lifeflight to Vanderbilt for further evaluation. The 24 year old passenger was taken by ambulance with what appeared to be non-critical injuries.

The red vehicle and the unknown driver (gender unknown) left the scene. The vehicle was a flat red color and may have been a Mazda, possibly 90s model. There was a decal on the rear of vehicle which said “Zoom, Zoom”.

Police are looking for any other witnesses that saw the crash. Also, we would like to talk to the driver of the red vehicle as part of our investigation.

Names will be released after notification of family.

NEWS RELEASE

A man on probation until 2016 for Theft, with numerous previous felony convictions, now has TWO warrants on file for RAPE and has been successfully eluding law enforcement. The warrants were taken after investigations conducted by Detective Heather Boyce and Detective Eric Ewing.

ERASTUS JAMES MUMMERY’s Photo (W/M, DOB: 12/17/83) RAPE warrants stem from allegations of two separate incidents of rape occurring with different victims, time frames, and locations. Detective Boyce’s investigation was in reference to a September 2010 sexual assault which was recently reported. The victim was 15 years old at the time of the alleged Rape which occurred inside of a Clarksville residence when the juvenile was trying to sleep on a couch. According to the victim, Mummery entered the room, placed a hand over her mouth, pulled down her pants and sexually assaulted her. The victim knew the suspect and was able to identify him. In Detective Ewing’s case, on December 4, 2011 the 17 year old victim, was waiting for friends inside of a vehicle when Mummery got in the vehicle with her. Mummery who knew the victim, started to kiss her, was told to stop, continued kissing her, pulled her pants down and sexually assaulted her despite being told repeatedly to stop and the victim physically fighting to get Mummery off of her. During Detective Ewing’s interview, Mummery denied any sexual contact. But, as the investigation progressed, information was received that Mummery admitted to having sex with the juvenile.

On November 30, 2011, around midnight, two males entered the Kangaroo Express, 1791 Wilma Rudolph Blvd, distracted the clerk, took an entire case of cigarettes worth about $1500, and left the store. The suspects left the store and got into a vehicle which appeared to be a white Mitsubishi Eclipse with a black convertible top with aftermarket wheel rims. The vehicle left the lot and turned onto Wilma Rudolph Blvd heading toward town.

We have identified the suspects and are trying to locate them. They both have Felony Theft warrants on file:

MEDIA ADVISORY

The Clarksville Police Union and The Fraternal Order or Police, both made up of local law enforcement officers, will be sponsoring shopping events for children in our local area. Officers will be accompanying and assisting the children with their shopping extravaganza. Both organizations will host shopping events December 17, 2011. The Police Union’s “Shop with a Cop” will be from 9:00-10:30 am at Wal-Mart, 2315 Madison Street. The Fraternal Order of Police’s (FOP)“Cops ‘n’ Kids” will run from 8:30 am – 9:30 am. at all three Wal-Marts. Between the two organizations, over 175 children will be taken shopping by local law enforcement organizations.



NEWS RELEASE

Drivers should expect traffic delays on College Street, in both directions, from Red River Bridge to North Second Street. Due to street paving, traffic lanes in both directions will be narrowed down to a single lane in each direction. Paving crews will be working from about 9 am – 3:30 pm. The delays will most likely occur for the remainder of the week.

The man pinned between the wall and vehicle is: David Harmon, 72, of Clarksville. He is in stable condition.



NEWS RELEASE

On Dec 12, 2011, around 1 pm, Jan Smith, 77, of Clarksville was in a 2005 Ford 500, backing out of a parking spot at 1983 Madison Street when a vehicle crossed behind her and sounded their horn. According to Smith, she started to pull forward and the accelerator stuck. The vehicle lunged forward and struck a 72 year man old standing in front of the building, pinning him between the vehicle and the building. He sustained severe injuries to his lower body.

No charges have been filed and the investigation is ongoing.

NEWS RELEASE

On December 12, 2011, around 4 am, Police were called to investigate an allegation of statutory rape. Detective Alan Morgan’s investigation uncovered that on December 11, 2011, an 18 year old male was inside of a Clarksville residence in the company of a female juvenile that he knew who was at least four years younger than him. They started to kiss and then the interaction escalated to a more intimate sexual interaction. While the sexual act was taking place, a witness walked in, saw what was going on, and removed the female juvenile from the residence and notified her parents.

NIKITA WAYNE ENOCHS Photo (B/M, DOB: 4/10/93, Given Address: Clarksville, TN) was charged with STATUTORY RAPE, BOND: $10,000.

The MCSO website was down at the time of the release and no photo was available.

No further details will be released to protect the identity of the juvenile.



NEWS RELEASE

On December 2, 2011, around 9:15 am, a woman’s Chevy Tahoe was burglarized within seconds after she got out of the vehicle to go inside of the business at the 700 Block of Riverside Drive. You can see in the video the male did not waste any time entering her unlocked vehicle after the driver exited. He took the woman’s purse, cell phone, and some paperwork from inside of the vehicle. The male was described as a white male, short around 5 ft tall, thin, brown hair. The vehicle was silver, unknown type vehicle, possible a late 199os or early 2000 model Buick Le Sabre. The vehicle turned left out of the business heading south toward the 41A bypass.

This clearly illustrates how quickly a vehicle can be entered and property removed when a vehicle is left unlocked.

NEWS RELEASE

After Police received a tip, they were able to thwart a robbery and potential homicide. On December 9, 2011, Police were made aware of a conversation Clint Lee Osborne had in which he advised of his plan to commit an Aggravated Robbery of the Minit Mart at 2690 Trenton Rd. There was an airsoft (replica) handgun available, but Osborne wanted a real handgun so he could shoot the clerk on duty and complete the robbery. Police also discovered, there had been previous conversations about planning the robbery. Osborne was a former employee of the Minit Mart.

CLINT LEE OSBORNE Photo (W/M, DOB: 11/4/90, Given Address: 2655 Union Hall Rd, Apt H-12, Clarksville, TN) was booked, December 10, 2011, around 1 am, into Montgomery County Jail and charged with: CRIMINAL CONSPIRACY TO COMMIT HOMICIDE; BOND: $500,000.

The investigation is ongoing and there is no additional information available. The lead investigator is Detective Kevin Rushing. Anyone with information can call, 931-645-8477.



REQUESTING ASSISTANCE

Police are trying to locate WOODARD WEBSTER BOWLEY Photo (B/M, DOB: 5-30-89, 6’2, 185lbs). Bowley was previously in jail for an Aggravated Burglary, sent to a medical facility and left prior to completion of treatment, and committed an AGGRAVATED BURGLARY on Heritage Point Circle after leaving the facility. A 45 caliber Glock pistol was taken in the burglary. HE has four warrants outstanding: ESCAPE, AGGRAVATED BURGLARY, AND TWO CRIMINAL COURT CAPIAS.

These are not fresh warrants. The Aggravated Burglary was issued Nov 14, Escape-Nov 16, Criminal Court Capiasx2 – Nov 29. He did not escape from jail but left while on jail furlough to the medical facility, but it constitutes escape. We have been trying to locate him, but our leads have dried up and we want to find him before he commits another crime plus he may still be in possession of a firearm.

NEWS RELEASE

Once again, repeat offenders are headed back to jail. BERNARD THOMAS NELSON was released from Montgomery County Jail December 6, 2011 (Press release attached from original charge). DAVID WAYNE WYLIE was released from Tennessee Department of Corrections October 31, 2011.

On December 8, 2011, around 4:30 am,, NELSON AND WYLIE were captured on surveillance footage committing a commercial burglary at a towing company in the 1200 block of College Street. There was a wooden block thrown through a window by one of the suspects and then a door was opened to allow the other suspect to enter. There was over $2,000 in property taken out of the business plus over $400 damage caused by the forced entry into building.

Around 9:15 am, Nelson was seen again, but this time he was walking in front of a business on Hornberger Ln. A man inside of the business saw Nelson carrying a red bag and some other items in his hand. The man recognized the red bag as the one that he left in his truck on the lot of the business. The man along with other some people went outside and Nelson took off running. He was chased toward Franklin Street and dropped the items in his possession as he tried to avoid capture. A police officer was flagged down and he was told what just took place. Officers flooded the area and detectives arrived on scene and determined three unlocked vehicles had been entered by Nelson with over $700 in property taken. All items from the vehicle burglaries was recovered. Around 12:15 pm, Nelson was spotted by Sgt Mike Caver walking on College Street and, shortly after that, he was taken into custody by Officer Jeff Stanfill.

Wylie was located and taken into custody by Officers Marvin Carnagey and Sean Walden in the area of Cedar Street around 1:30 pm.

On December 7, 2011, around 7 pm, officers responded to Gateway ER in reference to a Robbery at the intersection of Gracey Ave/ Woodard Street. Two men were robbed in a car after stopping at the intersection of Gracey Ave/Woodard Street. Their vehicle was approached by two unknown males demanding money, one of them displayed a handgun. After the robbers were given money, the driver speeded off, at which time, a shot was fired at the vehicle striking the passenger in the shoulder area. The 31 year old gunshot victim was taken to the hospital by privately owned vehicle, dropped off, and the driver left. From there, the victim was taken to a Nashville Hospital by Lifeflight and is in stable condition.

The victim was not forthcoming with information and did not want a Police report filed.

UPDATED NEWS RELEASE

MARTAVIOUS DEMOND BRIGGS is in custody for the shooting which occurred outside of the Night Deposit Bar. Briggs was identified by the victim as the man that shot him outside of the bar last night. The shooting stemmed from an argument over $20 which the victim owed Briggs. Briggs turned himself in at Police Headquarters a little after 5 am this morning.

MARTAVIOUS DEMOND BRIGGS Photo (B/M, DOB: 1-21-90, Given Address: 3607 Nadia Drive, Clarksville, TN) was booked into Montgomery County Jail and charged with CRIMINAL ATTEMPTED HOMICIDE, BOND: $250,000.

The victim is still in a Nashville Hospital and is in stable condition.



UPDATED NEWS RELEASE

The pedestrian’s name is: CHARLES ANDREW PARHAM of Nashville. Additionally, the van is a Chrysler PACIFICA, not a Town and Country.

No charges have been filed and the investigation is ongoing. We are awaiting the toxicology and medical examiner information. No further.



NEWS RELEASE

On December 5, 2011, around 9 pm, officers responded to a shooting that already occurred at the Night Deposit Bar, 404 North Second Street. According to a witness, when he arrived at the Night Deposit, he heard men arguing and then shots fired. The male victim, 31, had sustained a gunshot wound to the leg, but was able to make his way inside of the bar where emergency personnel were called.

He was transported to Gateway Medical Center and then to a Nashville Hospital by ambulance. He is in stable condition.



NEWS RELEASE

On December 5, 2011, around 7 pm, a pedestrian was killed while crossing the road at the 3000 Block of Wilma Rudolph Blvd. According to the preliminary crash investigation, John Taylor, 54, Elkton Ky, in a 2008 Chrysler Town and Country van was traveling north on Wilma Rudolph Blvd, changed from the left to center lane and collided with a 53 year old pedestrian who was in the roadway. It appears as though the pedestrian was walking west and in the center lane of northbound Wilma Rudolph Blvd when he was struck by the van.

The man died at the scene and the name will be released after notification of family or next of kin.

HOLIDAY SAFETY TIPS

The holiday season is upon us and shoppers will be flocking to the shopping areas in force. The holiday season is meant to be time of celebration and joy, but unfortunately it is also offers many opportunities for criminal activities. Even though Clarksville Police will have additional personnel working throughout the holidays, there are some personal actions you can take to help enhance your safety.

AWARENESS, AWARENESS, AWARENESS! Know what is going on around you. There are large crowds which flood to the shopping areas looking for the “Ultimate Bargain”. Over the years, there have been many incidents of injuries occurring in the parking lots and in the stores. Pay close attention to the mood of the crowd and surroundings. The desire to get a good deal has driven crowds to become unruly and people will act in an irrational manner. If the crowd gets out of hand, for your personal safety, it may be better to walk away.

Dress casually and comfortably. Pay special attention to your wallets and purses. Keep the wallet in your front pant or jacket pocket. Purses should be kept close to your body and not dangling. If you must take a purse, make it a harness type that is worn over your body and can be covered with a jacket. Do not leave your purses unattended at any time. Also, try to avoid hanging purses on hooks or door handles in the restrooms. It may actually be better if you leave the purse at home and carry a wallet in your front pocket.

Avoid carrying large amounts of cash. Use credit or debit cards and checks whenever possible. Make sure only one credit slip is printed with your charge card and, carbons if used, are returned. Also, since many stores use electronic withdrawal for checks, safeguard the returned check since there is valuable data on it. Try to keep cash and credit cards in separate pockets.

Park in well-lit areas near entrances or near shopping cart return areas so you can return the shopping cart without going across the parking lot. Place previously purchased bags and packages in the trunk or out of sight. Visually scan the area around you before exiting the vehicle and as you head toward the entrance. When returning to the vehicle, have your keys in hand, look inside the vehicle before entering, lock the doors once inside, and then leave.

Don’t overburden yourself with too many bags or packages, especially if you need to enter darkened parking lots or areas. If you return to your vehicle to drop off packages and plan on returning to the store, it might be a good idea to move your vehicle to another location in the parking lot. No one wants to give up that valued parking slot, but it would be better to move the vehicle than to provide an opportunity to a dishonest person.

Keep your vehicles locked at all times. Burglars are looking for the easy targets will routinely walk through residential areas or businesses looking for unlocked vehicles. They don’t want to be seen or heard.

Shop with someone else. There is safety in numbers and shoppers are less vulnerable when shopping in pairs.

Be aware of possible holiday scammers that go door-to-door pretending to collect for charitable organizations, but in reality, are collecting money for themselves. Ask the person for identification and the manner the money will be used. An alternative is to donate to an organization known to you.

Place additional emphasis on home security. Keep doors and windows locked. Turn security alarms on; they don’t do any good turned off.

If out for the evening or traveling, make every effort to create an appearance that someone is home-- leave lights, TV, or radio on. You can also utilize timers to activate electronic equipment when you’re away.

Holiday travelers should ensure mail and paper deliveries are halted. Also, if possible, have a friend or neighbor periodically park in your driveway to foster the appearance of activity around the house.

Presents should not be readily visible to a passerby. Do not advertise the holiday haul. Break down boxes which items such as TVs, stereos, etc .come in.

Holidays are also a good time to update or create a home inventory. It is also a good idea to photo and video items.

A 63 old grandmother was charged with FALSE REPORT after claiming to be robbed when it was actually a case of “insufficient funds” by the man purchasing drugs.

On December 2, 2011, 12:50 pm, Police were called to 966 Oakdale Dr for a theft in progress which, prior to officers arrival, escalated to a Robbery.

When officers arrived on scene, they were told a man came to the house looking for a man that lived at the residence. The man was allowed to enter the house. Upon entry the man supposedly grabbed a bottle of prescription drugs, attempted to leave, was blocked by two women in the house, tried to push past them, pulled a handgun, and threatened to shoot up the house if Police were called.

The story changed several times and the truth quickly came to light as Officer Justin Bailey investigated the alleged robbery. First of all, a robbery never took place. The 63 year old woman, BESSIE ANN BRYANT was short on money and asked a family member to find someone to purchase her prescription drugs. A man was located to conduct the transaction and came to the house. After some bartering, a purchase price of $400 was agreed on for 90 Loritabs. But the buyer only had $300 in his possession. Since he did not have the $400, he gave her $300 and was going to leave the handgun as collateral until he could return with the other $100. At first, the transaction was agreed to, but that decision was quickly reversed because of the fear the gun may be stolen. Bryant attempted to stop the buyer because he was short of money, but the man took the pills, his gun, and left. He never pointed the handgun at Bryant and left the $300. After the man left, the robbery story was concocted and Police were called.

NATALIE DANIELLE HAINES was arrested after soliciting to have the father of her twin children, JACK LOUIS JANES (9/25/81), a registered sex offender, murdered.

On December 1, 2011, Police received a tip that NATALIE DANIELLE HAINES had solicited to have the father of her children, JACK LOUIS JANES murdered on more than one occasion. The case was turned over to the Special Operations Unit. They established telephone contact and texted with Haines to arrange a meeting with her on December 2 at a Ft Campbell business’ parking lot to “work out details of the murder for hire”. At the meeting, Haines was quite straightforward about wanting JANES murdered, provided a map and physically pointed out JANES' residence, vehicle descriptions, and emphasized that it needed to be done before the morning of December 3. The price to be paid was $60 in marijuana and $90 cash.

NATALIE DANIELLE HAINES Photo (W/F, DOB: 10/22/89) was taken in custody and charged with: SOLICITATION TO COMMIT CRIMINAL HOMICIDE; BOND: $100,000.

HAINES and JANES do not live together and have been embroiled in a custody battle for the three year old male twins. Additionally, Haines was arrested for a domestic assault on Janes in October 2010.

The children are in DCS custody.

During the month of December, the Clarksville Police Department will be focusing on impaired driving. On December 9th, the department will host a multi-agency sobriety checkpoint on the 41A bypass near Gatlin Drive from 11PM to 2AM. The same night we will conduct an impaired driving saturation patrol throughout the City of Clarksville.

Additional City-wide impaired driving saturation patrols will be conducted on December 16th, 17th, 30th and 31st. During the month of December motorist can expect to see more officers and more stops occurring for traffic violations in the Clarksville area. We are encouraging everyone to drive sober, wear their seatbelts and to obey all traffic laws in order to help reduce traffic crashes. Extra officers will be on the roads several dates during the month.

These efforts are partially funded by the Governor's Highway Safety Office and are in conjunction with ongoing efforts to reduce DUI related crashes throughout the State of Tennessee.

Between law enforcement persistence and the media’s assistance, BRANDON DEYONTAE PIPER felt the heat and turned himself in today, around 3 pm. He has been charged with TWO COUNTS OF BURGLARY, BOND: $10,000.

We are trying to locate BRANDON D. PIPER, B/M, DOB: 1/3/92. Photo He has a BURGLARY warrant on file and is wanted for questioning for possible involvement in several other crimes. PIPER is currently homeless.
