Deputy Chief Michael L. Parr, born July 15, raised in Shippensburg, PA. Served in the United States Army from 1975 - 1978, stationed at Ft. Bragg, NC. He was assigned to the 16th Group Military Police Corps. He moved to Clarksville, TN in 1980. Deputy Chief Parr worked for the Houston County Sheriff's Department from 1982 - 1984.

Deputy Chief Parr was hired by the Clarksville Police Department on February 16, 1984. In 1985 he was promoted to Corporal assigned to the patrol division. In 1987 he was promoted to Sergeant and served in patrol division then he transferred to the Detective division where he was assigned to violent and property crimes section. Deputy Chief Parr was also a member of the Crime Scene Team. He also became a member of the Hostage Negotiation Team and held that position until 1995. Deputy Chief Parr was promoted to the rank of Lieutenant in 1995. He worked in the patrol division for a year and then was selected to become Commander of the Special Operations Section. There he served until 1999 and went back to patrol. He has worked all three districts as a patrol Lieutenant.

In 2002 he was promoted to the rank of Captain and put in charge of Administrative Services, responsible for procurement, training, building maintenance and the DARE/GREAT programs. In 2005 he served as District Commander of District One. He was promoted to Deputy Chief on February 15, 2008 over Administrative Services. His education includes receiving an Associated of Occupational Science in Criminal Justice in 1983 from Austin Peay University. He attended the Federal Bureau of Investigation schools which included Fingerprint examination, Tennessee Law Enforcement Executive Development School, Hostage and Advanced Hostage Negotiation School, Criminal Investigations and Advanced Criminal Investigations School. Some other schools attended include Crime Scene Technician, Homicide, Traffic Accident Investigation and Drug Unit Commander. Deputy Chief Parr is a graduate of Northwestern University, school of Police Staff and Command, Class 198 September 10, 2004.
